PURPOSE:

Responsible for driving the improvement of plant reliability from reactive to proactive maintenance
To provide technical support for all phases of terminal facility operation, detailed troubleshooting, and installation support for all types of instrument/maintenance/reliability activities including procedure development
Provides continued implementation and leadership of a progressive Integrated Reliability Instrumented System
DIRECT REPORTS:

Shift In Charge will directly report to the position.
DIMENSIONS OF POSITION / KPI:

Reviews Clients technical documentation and requirements.
Controls of subcontracted discipline engineering documents.
Defines engineering requirements.
Prepares the technical documentation for Electrical and systems requisitions and performs the technical evaluations.
Provides technical support to Project group.
Optimizes Electrical systems ensuring minimal cost and simplification in compliance with the required performance.
Prepare functional analysis.
Prepare data sheets and loop diagrams.
Detail engineering activities
Performs the F.A.T.
Lead the site team, including engineers, technicians, and other construction personnel.
Oversee all electrical construction activities from start to finish.
Manage project budgets, schedules, and resources effectively.
Ensure projects are completed on time and within budget.
Prepare and present project status reports to stakeholders.
Manage project risks and implement mitigation strategies.
Ensure House Keeping SS at Plant.

AREA OF OPERATION:

As a Lead, oversees the operational activities of Project/Operational activity and ensures that the workforce is productive. Their duties include working with other senior staff on strategic planning, ensuring that staff are all aware of operational best practices and implementing new technologies & safe working practices.
KEY RESULT AREAS:

Project Leadership & Management:

Lead the site team, including engineers, technicians, and other construction personnel.
Oversee all electrical construction activities from start to finish.
Manage project budgets, schedules, and resources effectively.
Ensure projects are completed on time and within budget.
Prepare and present project status reports to stakeholders.
Manage project risks and implement mitigation strategies.
Site Management & Coordination:

Coordinate with architects, engineers, and other project stakeholders.
Ensure compliance with building codes, safety regulations, and industry standards.
Conduct regular site inspections to ensure quality and safety.
Manage site logistics, including materials, equipment, and personnel.
Handle site administration tasks, such as leave management and statutory compliance.
Contract & Vendor Management:

Administer contracts with subcontractors and vendors.
Develop and maintain positive relationships with contractors and vendors.
Negotiate contracts and manage vendor performance.
Budget and Schedule Management:

Manage the project budget and schedule, ensuring the project stays on track and within the allocated resources.
Client Satisfaction:

Maintain open communication with the client and ensure their satisfaction throughout the project lifecycle.
Handover to Commissioning:

Prepare and facilitate the handover of the completed project to the commissioning team, ensuring all Electrical systems are ready for operation.
Documentation:

Maintain accurate and up-to-date project documentation, including as-built drawings and reports.
Quality Control:

Ensure that all construction activities meet the required quality standards and specifications, with a focus on Electrical installations.
Safety & Environment:

Ensure that the function operates in accordance with any health, safety and environmental policies and procedures to ensure the safety and wellbeing of staff and visitors.
Review environmental strategies that impact on future ways of operating and ensure implementation where possible.
Review the use of technological systems that support a more environmentally friendly approach.
Problem Solving:

Identify and resolve any issues or problems that arise during the construction phase, working with the project team to find effective solutions.
People Management:

Ensure the delivery of the People Strategy within area of accountability
Manage, coach and develop a highly performing manufacturing team that meets agreed objectives, and which delivers the best practice results, added value and continuous improvements.
Set department objectives/KPIs and review and assess ongoing performance of direct reports.
Provide technical expertise to the team.
Coordination:

Coordinate with other project stakeholders, including engineers, contractors, and suppliers, to ensure smooth project execution.
Technical Expertise:

Possess a strong understanding of electrical engineering principles and practices.
Review and approve electrical designs and drawings.
Troubleshoot electrical problems and implement solutions.
Ensure that all electrical installations are safe, reliable, and compliant with relevant standards.
Vendor Management:

Manage relationships with Electrical vendors and suppliers, ensuring timely delivery of materials and equipment.
Inspection and Testing:
Conduct inspections and tests to ensure the proper installation and functionality of Electrical systems.
Preventive Maintenance:

Coordinate and maintain a preventive maintenance schedule according to standards specified by the manufacturer.
Troubleshooting:

Troubleshoot and resolve issues with Electrical systems, ensuring they are operating correctly.
Documentation:

Prepare and maintain accurate documentation of Electrical systems, including schematics, drawings, and test reports.
Training:

Provide training to on-site personnel on the operation and maintenance of Electrical systems.
QUALIFICATIONS:

Candidate shall be BE / Diploma in engineering with minimum 13-17 years of experience for graduate engineer in construction of refinery/petrochemical/fertilizer/chemical plants in any medium to large project.
Other Skill & Competencies: Excellent communication, presentation, interpersonal skill and good writing & speaking in English. Computer Knowledge: Microsoft office, Power point presentation skill
KNOWLEDGE & EXPERIENCE:

Demonstrable experience of leading a Project function with a proven track record in strategic leadership delivering effective Engineering strategies, processes, and systems
Ability to add value, reduce costs and make Production improvements.
Experience of operating and influencing at a strategic level
Manages Departmental objectives directly
Excellent organizational and time management skills, with the ability to manage multiple tasks and projects simultaneously.
Proficiency in relevant software, such as CAD, P&ID, and project management software.
Knowledge of relevant industry standards and regulations, including safety regulations.

Proven leadership and management skills with the ability to optimize team performance and development
Excellent relationship management skills with the ability to engage, negotiate and manage key stakeholders and suppliers
Strong and confident negotiator with the ability to negotiate at all levels
Facilitate RIS studies for all product storage tanks, critical rotating equipment and other equipment systems as defined in HAZAP.

Verify if all existing Safety Instrumented System together with all available safeguards mitigate the identified risks and generate appropriate recommendation to meet the requirements.
Leads the reliability (RIS) team, develops and implements strategies to identify, prioritize and implement proactive maintenance and asset reliability improvement processes and projects.
Develops & reviews equipment Criticality Rankings, key operating indicators to measure improvement.
Develops reliability targets, selects & plans reliability assurance tasks, implements proper reliability tools, Reliability block diagrams etc. to assure reliability targets are met.
Interacts with operations & maintenance personnel to ensure that reliability in the field is reflective of predications and identifies opportunities for improvements and corrective actions. Optimizes the performance and cost effectiveness of reliability program.
Identifies equipment and resources needs to perform various types of reliability testing and failure analysis. Ensures usage of latest technologies to predict and prevent component failures to reduce cost defined as per financial, capacity, quality, productivity, efficiency and safety forfeiture.
Coach and train Operations & maintenance technicians for improved detection and correction of equipment problems.
